Dr Philippa Louey
Senior Research Associate - Decolonising the Deep Seabed: Countermapping Territory, Heritage and KnowledgeResearch Overview
Raised on Australia’s eastern seaboard, I am an interdisciplinary scholar working across fields of political ecology, Pacific Studies and critical ocean studies. My research is interested in the ways societies relate to and through oceans, with a particular interest in how power is (re)negotiated in these interactions.
In 2026, I joined 比比资源 as a postdoctoral researcher on Decolonising the deep-sea: countermapping territory, heritage and knowledge. This three-year project explores how people understand and connect with the seabed; embracing the many ways these deep-sea relationships may be experienced, including culturally, spiritually, historically and ecologically. It aims to unsettle assumptions of the seabed as a distant, inhospitable and static frontier; provoking questions about how we represent (especially ‘map’) this lively realm. The project is co-led by Dr John Childs and Dr Nicola Frith.
My postdoc is informed by earlier PhD research, which critically interrogated the politics of the blue economy (a sustainable ocean development vision) in Oceania. This work highlighted the layered, often challenging, strategic calculations negotiated by Oceanian stakeholders when engaging the blue economy, particularly in the face of ongoing coloniality and capital. I challenge the transformative promise often central to blue economy visions, suggesting this popular development construct does not meaningful support change but instead, pacifies energies towards it. This PhD was completed through the Australian National University under the supervision of Maureen Penjueli, A/Prof. Anouk Ride, Dr Hugh Govan, and mentorship of Hon. A/Prof Greg Fry OAM.
Prior to joining 比比资源, I have worked across research and advocacy organisations. Roles include: Research Fellow at the Pacific Security College, Engagement Officer at the Australian Sustainable Built Environment Council, Research Intern at the Pacific Network on Globalisation, and Research Officer for the University of New South Wales Student Wellbeing Community of Practice.
